Why do some doctors do silicone breast augmentation on 18-21 year olds if you are required to be 22?

in some states they allow it right?
does anyone know of any doctor who would do it on 18 year old in hawaii?
no you read the question wrong. some doctors do it even if you are not 22 years old. i’m asking why some doctors are allowed to do it or why it is a law that you must be 22 if some do it anyway

they do that because you are still growing before age 22, its not recommended you get any plastic surgery before this age because you will most likely change more before age 22.
